\n New Standards for Workplace Safety<\/strong>

Yesterday marked the first full year since Kari\u2019s Law was signed into federal law and the first day that the law was in effect. Named for <\/span>
\n Kari Hunt Dunn<\/span>
\n<\/a>, an East Texas mother who tragically died when her daughter was unable to reach emergency services, Kari\u2019s Law represents one of the most comprehensive moves by the U.S. federal government to create new standards for employee safety to date.\u00a0<\/span>\u00a0<\/span><\/p>\n

The facts of the case are very well known. The tragedy occurred because <\/span>they were not at home<\/span>,<\/span> and <\/span>Kari\u2019s<\/span> 9<\/span>-year-old<\/span> daughter<\/span> did not know that a prefix of \u201c9\u201d was needed to reach the outside line <\/span>to en<\/span>able emergency services<\/span> calling<\/span>.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

Kari\u2019s Law and Ray Baum\u2019s Act were drafted by lawmakers to solve direct 911 dialing challenges and other associated deficiencies for enterprises and consumers alike.<\/a>\u00a0<\/span>\u00a0<\/span><\/p>\n

Every year, \u202f<\/span>
\n nearly 2 million<\/span>
\n<\/a>\u202f U.S. workers will become victims of workplace violence<\/span>, and the Occupational Safety and Health Administration (OSHA) reports many more cases go unaccounted for. <\/span>According to the <\/span>Federal Emergency Management Agency<\/span> (FEMA), more than <\/span>
\n 40% of businesses never reopen after a disaster<\/span>
\n<\/a>, and for those that do, only 29% were still operating after two years.\u00a0 And <\/span>what happens to <\/span>downed businesses <\/span>whose full IT infrastructure was down for nine days or more? Bankruptcy within a year.\u00a0<\/span>\u00a0<\/span><\/p>\n

These statistics do<\/span> not mean that employers are failing to prioritize workplace safety. It means their efforts <\/span>are <\/span>focused on areas that are required by regulation<\/span>:<\/span> testing fire alarms, running fire drills, and now, <\/span>in some states<\/span>, preparing for active shooter incidents.<\/span>\u00a0<\/span><\/p>\n

The communications system is at the very center of all emergencies. That\u2019s why passing Kari\u2019s Law and Ray Baum\u2019s act were such monumental steps forward<\/span>,<\/span> with regard to public safety. <\/span>Organizations are increasingly being held liable for not making their premises and operations safe for their employees.<\/span>\u00a0<\/span><\/p>\n

For those of you who are just getting started, h<\/span>ere are the three most common questions <\/span>these UCM customers<\/span> ask<\/span>ed<\/span> as they <\/span>began <\/span>assessing their emergency communications posture in light of the new laws.<\/span>\u00a0<\/span><\/p>\n

\n to be compliant?<\/b>\u00a0<\/span><\/p>\n

\n <\/b> No! <\/i><\/b>Existing<\/i><\/b> UCM deployments<\/i><\/b> are <\/i><\/b>configurable for Kari\u2019s Law.<\/i><\/b>\u00a0<\/span><\/p>\n

While we do suggest that enterprise customers on older systems start thinking about either upgrading or <\/span>
\n migrating to the cloud<\/span>
\n<\/a>, the good news is that if you are running an older version of UCM, <\/span>we will not force you to upgrade<\/span> to be compliant with Kari\u2019s Law and Ray Baum\u2019s Act.<\/span> S<\/span>ince direct dialing to 911 is available in any version of Cisco UCM, Cisco recommends that all customers configure their existing deployments to support a direct 911 dialing pattern<\/span>, which is <\/span>accomplished <\/span>easily <\/span>in any version of UCM.\u00a0<\/span>\u00a0<\/span><\/p>\n

Concerning<\/span> notification, Kari\u2019s Law states that a customer must enable notifications if the functionality exists on the system \u201cwithout an improvement to the hardware or software of the system.\u201d Cisco UCM does not have 911 call notification native to the system, so an existing deployment is not required to meet this part of the law.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

\n <\/b> aspect of <\/i><\/b>Kari\u2019s Law<\/i><\/b>.<\/i><\/b><\/span><\/p>\n

A<\/span> PBX <\/span>must be able to convey <\/span>a<\/span> device\u2019s physical location<\/span> t<\/span>o achieve Ray Baum\u2019s Act compliance, <\/span>and with <\/span>UCM<\/span>, the installer must use an application<\/span> to <\/span>do so<\/span>.<\/span> This <\/span>functionality can be easily enabled in UCM through integration with <\/span>
\n Cisco Emergency Responder<\/span>
\n<\/a> (CER). CER tracks phones and users in Cisco UCM and provides E911 treatment and local onsite notification for these devices\/users via a phone call or web-portal, email, or text notification<\/span>\u00a0<\/span><\/p>\n

CER <\/span>offers the best solution for UCM 911 dispatching. <\/span>It assures that <\/span>UCM<\/span> will send emergency calls to the appropriate PSAP for the caller’s location and that the PSAP can identify the caller’s location and return the call if necessary.<\/span>\u00a0<\/span><\/p>\n

Kari\u2019s Law also requires that there be <\/span>a <\/span>local onsite notification to customer security personnel when an emergency call is in progress. CER also helps surpass traditional PBX capabilities by providing this notification with the caller\u2019s location to public safety officials.<\/span>\u00a0<\/span><\/p>\n


\n D: What other applications should I be considering as I start preparing for employee safety improvements?<\/b>\u00a0<\/span><\/p>\n
